Health Security & Biosecurity

Turning health-security commitments into systems that work.

PresentLab works with public institutions, funders, and delivery partners to strengthen preparedness, coordination, and institutional capability - from policy and financing to surveillance and frontline response.

Selected work

  1. Airport readiness assessment

A rapid baseline helps identify operational priorities. PresentLab provided technical support to the Port Health Services Division assessment team across five airports, 4-18 August 2026. Output and status: point-in-time findings and refresher training. Scores are provisional where indicated; the assessment does not establish measured improvement.

  2. Port Health Services procedures

Clear procedures help institutions translate technical requirements into consistent practice and service expectations. PresentLab contributors supported development and review of draft procedures. Output and status: draft SOP materials; Ministry approval pending.

  3. Public health-security simulation

Exercises examine roles, information sharing, and coordination under pressure. PresentLab served as an evaluator in the 2023 exercise. Output and status: documented observations and lessons from a completed exercise. Olaoluwa Akinloluwa's design and facilitation experience was gained in his Pro-Health International role.

Six areas of work

  • Preparedness and response

Assessments, contingency plans, exercises, and workforce capability.

  • Biosecurity and multisector coordination

Biological-risk governance and collaboration across public health and security.

  • Policy and institutional reform

Governance, procedures, accountability, the WHO Pandemic Agreement, and amended IHR implementation.

  • Surveillance and early warning

Feasibility, surveillance design, and integration with institutional decisions.

  • Regional and cross-border cooperation

Information sharing, coordination arrangements, and safer movement.

  • Programme design and sustainable financing

Feasibility, investment priorities, delivery arrangements, and institutional sustainability.

From evidence to institutional action

Design around the institution that will own the work, the people who will use it, and the resources needed to sustain it.

How we work

  1. Understand

Agree the problem, evidence, responsibilities, and constraints.

  2. Design

Co-create practical tools, delivery plans, and financing needs.

  3. Test

Use pilots, exercises, and feedback to examine feasibility.

  4. Embed

Support ownership, skills, procedures, and follow-through.

  5. Review

Reassess change, document limits, and adjust the approach.

Point-of-entry technical support

  • Readiness assessment

    Capacity profile and assessment report.

  • Contingency planning

    Facility-specific contingency plan.

  • SOP design and testing

    Response protocols developed and tested.

  • Simulation and tabletop exercises

Scenario materials, debrief, and action report.

  • Training

    Materials and competency checks.

  • Coordination and reassessment

Agreed links and a follow-up baseline.

Workshop menu: contingency planning and foresight; playbook development; coordination and local agency; bilateral solutions; and in-depth maritime and civil-aviation health security. Formats range from a focused primer to weeklong modules, matched to objectives, baseline capability, and resources. Scope and sequencing are agreed with the institution.

Specialist scoping: aircraft wastewater and metagenomic surveillance feasibility can include platform option appraisal. Options such as NovaSeq X Plus are assessed against the project’s technical, operational and cost requirements.

Partner with us

  • Fund a programme

Support a defined institutional need with agreed outputs and learning.

  • Deliver with PresentLab

Combine institutional access, technical expertise, and delivery capacity.

  • Commission technical support

Scope an assessment, design assignment, exercise, or capability programme.

Opportunity in development: ship-sanitation implementation, informed by feasibility work. Implementation is proposed, with funding and delivery arrangements to be agreed.
